Position Title: Director of Maintenance
Reports to: Executive Director
FLSA status: Exempt
Summary
The Director of Maintenance is responsible to the Executive Director for planning and coordinating the activities of supervisors, skilled journeymen, service workers, painters, and custodians. The Director of Maintenance sets priorities of regular and preventive maintenance work.
Supervision is exercised over the Maintenance Department. Technical knowledge and judgement are required in formulating and interpreting plans, inspecting, and evaluating work performed, making recommendations on equipment and supply purchases, providing training sessions for maintenance staff.
Essential Duties and Responsibilities
The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties and skills may be required and assigned, as needed.
1. Supervises maintenance activities in setting priorities of maintenance work to be accomplished, with major responsibility for supervising through immediate supervisors, all day-to-day preventive, and maintenance operations.
2. Inspects apartments, equipment, and grounds to determine need for maintenance, inventory, and repairs.
3. Follows up completed work to assure quality meets desired standards.
4. Drafts and keeps current a written program of preventive maintenance for all projects, coordinating with the Executive Director to assure all equipment is inspected each year and that needed repairs are made.
5. Supervises work order requests and handles unusual problems. Estimates time and materials and assists in procurement of materials necessary.
6. Coordinates work on vacant apartments maintaining contact with the Housing Manager so that apartments are back in service as quickly as possible.
7. Maintains and performs periodic update of technical reference files, including drawings, blueprints, specifications, MSDS sheets, and manufacturers' operating instructions.
8. Keeps catalog of maintenance parts and materials. Keeps price list of maintenance inventory updated and conducts annual physical inventory of it.
9. Maintains technical records and prepares periodic reports on renovation, maintenance, and repair of evacuated apartments; fire damage and repair costs; painting histories; and equipment installations, transfers, and disposals.
10. Assists Executive Director with developing and implementing the Safety Program. Follows up with workshops and training of maintenance staff to assure safety practices are being observed.
11. Reviews plan or works with subordinate supervisors and employees, advises on technical areas and variations of schedules. Assists subordinate supervisors with disciplinary problems and employee counseling.
12. Assists in preparing annual budget and the modernization five-year plan.
13. Attends and/or participates in various meetings related to Authority business during and after normal business hours.
14. Performs employee evaluations and makes recommendations on annual reviews and/or disciplinary actions.
15. Keeps time sheets for the maintenance department and records of approved and non-approved leave times taken by maintenance staff.
16. Review and sign off on all overtime work.
17. Review and sign off on all work orders.
18. Performs any other duties assigned by the Executive Director.

Job Competencies
This position requires the incumbent to exhibit the following job competencies:
· Knowledge of refrigeration repair, electrical repair, air conditioning repair, and heating systems repair.
· Ability to effectively plan and supervise the activities of a number of subordinates engaged in various maintenance activities.
· Ability to establish and maintain effective working relationships with subordinates, residents, and the Housing Authority officials.
· Ability to inspect and determine need for maintenance and to plan programs of preventive maintenance.
· Ability to work from sketches, blueprints, and oral and written instructions.
· Ability to maintain complex records and prepare clear and concise reports.
· Ability to communicate clearly and concisely both orally and in writing.
· Knowledge in the use and care of powered and non-powered Maintenance, and Custodial/Cleaning tools and equipment.
· Knowledge in the use and conservation of energy, including water usage.
· Knowledge of computer with specific knowledge of Microsoft Word and Excel.
Education
1. Graduation from an accredited vocational school, college, or university with a minimum degree of Engineering Technology.
2. Must have extensive journeyman level experience in two or more of the building trades and preferably a master's certification in one or more of the building trades.
3. Or have an equivalent combination of training and work experience to meet the required
4. knowledge, skills, and abilities.

Ability to lift up to 50 lbs. Sedentary and manual work. Ability to lift, carry, push, pull, or otherwise move an object. Work involves walking, standing, and driving for long periods of time.
Competency in and knowledge of power tools and equipment associated with building maintenance operations including snowplows, landscape equipment, machinery, and staging. Ability to operate basic office equipment.

Ability to work in an officed environment. Ability to work in public housing and construction environments in all weather conditions. Ability to work in environment with conditions which may include fumes, odors, gases, chemicals, and dust as well as decibels in the range of 30-65. Ability to work in hazardous and adverse conditions such as sleet, snow, dust, and dirt, as well as cramped quarters and high places. Must have the ability to be subject to call.
Pay Range: $53,886 - $79,133
